State Revolving Funds Fee

Beginning in December 2006 Meadow Vista County Water District customers were informed, at Public Hearings and via the U.S. Postal Service, that due to more stringent State of California and Federal regulations on drinking water quality, upgrades to the District’s existing water treatment facility had been mandated. Improvements included the construction of two 0.9 million gallon storage tanks and booster pump station, conversion of an existing reservoir to raw water storage, upgrades to the clarification processes and solids handling facilities and addition of a redundant filter. These improvements began in November 2007 and were completed in 2012.

For Meadow Vista County Water District to comply with these State of California and Federal regulations it was necessary to obtain a $10,773,050 loan through the State Revolving Fund (SRF), which is a program that offers low interest loans for water projects. Since February 2007 customers have been assessed an SRF Repayment fee on their monthly billing statement. The funds collected through this fee will only be used to repay the SRF loan, and the fee will remain on customer billing statements through December 2029 when the loan will be paid in full.

Customers were informed in 2010 that it would again be necessary to increase the SRF Repayment Fee to meet the loan repayment costs. But, instead of a one-time larger increase the District proposes to divide the necessary increase into three smaller increases staggered over a period of 5 years. The first increase took place in 2011, the second in 2013, and the final increase in 2015. Please refer to chart below:
